Even when they are using the same rules systems, each GM interprets those rules his own way; and very often, he tweaks those rules or devises additional rules to reflect his own preferences or those of his group.
Most game books encourage these kinds of House Rules, as a way to personalize the game and make it more fun. And in some cases, rule variants that began as house rules among individual gamers have become incorporated into later editions of the game.
