• This might have some occult significance for both cities, making it easier to ritually link them.
• An Adventure Town in your setting might have been ruled by some rather nutty urban planners in the past - who insisted on building replicas of the most famous cities in the world as local neighborhoods. This would create a city with some very diverse neighborhoods - and might make it more interesting for the player characters to explore.
